Unified Spring Tabletop Exercise

 

This Incident Command Tabletop Exercise was sponsored by the City of Philadelphia Managing Director's Office of Emergency Management (MDO-OEM). It provided participants an opportunity to discuss, exercise and evaluate the principles of the Federal Emergency Management Agency's (FEMA) Incident Command System (ICS) and Unified Command (UC), especially as they apply to multiple incidents that may occur simultaneously across the City.
 
This exercise emphasizes and seeks to clarify the role of local and regional first responders using ICS and UC structures.
 
Participants in the exercise included: Police Commissioner Charles Ramsey, Fire Commissioner Lloyd Ayers, Deputy Managing Director for Emergency Management MaryAnn E. Tierney, as well as their respective agencies.  
 
During the exercise, City officials responded to various terroristic and non-terroristic incidents at locations throughout Philadelphia, such as 30th Street Station, a hotel in Center City, Methodist Hospital, a community center and a local university.
