The purpose of the Operation "Quick Cover" Mass Care and Sheltering Tabletop Exercise was to provide participants with a clearer understanding of activities that each agency will be engaged in during the activation and operation of facilities needed to sustain mass care and sheltering of citizens within the community.
This exercise focused on the City of Philadelphia's Mass Care and Sheltering Plan and examined the roles and responsibilities of each agency identified in the plan that will provide lead and support functions.
